A key prerequisite for development regions to effectively fulfil their role within the EU cohesion policy is the existence of an institutional framework capable of ensuring coherent coordination and implementation of public interventions. This study analyses how institutional architecture shapes policy effectiveness, based on the assumption that performance depends not only on resource allocation, but also on administrative and coordination capacity. The framework is examined through three dimensions: formal institutional structures and resources, actors’ construction of territorial interests, and interaction patterns in regional governance. The findings highlight that, despite institutional consolidation, persistent constraints remain, including fragmented competences, weak inter-level coordination, uneven administrative capacity, and limited regional autonomy. These shortcomings reduce policy coherence and implementation effectiveness. The study underscores the need for reforms aimed at clarifying responsibilities, strengthening capacity, and improving inter-institutional cooperation, in line with principles of participatory governance and European best practices.
