Abstract

The European Union’s approach to managing economic and social crises has undergone a significant transformation over the past decades. This article examines the institutional and legal framework of EU crisis management, analysing the evolution from reactive, intergovernmental responses to integrated mechanisms. The study focuses on two major crises – the 2008-2015 financial and sovereign debt crisis and the COVID-19 pandemic – to illustrate the paradigm shift from austerity-based conditionality to investment-oriented solidarity. Key developments such as the European Stability Mechanism, NextGenerationEU and the Recovery and Resilience Facility are analysed in terms of institutional innovation and social impact. The article argues that the pandemic response marked a fundamental transformation in EU crisis governance, introducing joint debt issuance and prioritising social convergence alongside economic stability. Despite this progress, challenges remain regarding democratic legitimacy, fiscal sustainability and adaptation to future crises. The findings suggest that effective crisis management requires balancing solidarity with responsibility.
