Abstract

This paper examines the major transformations in the security environment in the third millennium, highlighting the impact of globalization, digitalization, and increased mobility on the dynamics of transnational threats. In this context, Border Police institutions are redefining their role, shifting from a reactive to a proactive model based on advanced technologies and international cooperation. The study emphasizes the strategic importance of initial professional education in enhancing institutional adaptability, with a focus on digital competencies, risk analysis, and the protection of fundamental rights. The research underlines the necessity of aligning national training programs with European standards, particularly through the implementation of the Common Core Curriculum developed by Frontex Agency, in order to ensure interoperability and foster a shared organizational culture. It also explores how emerging technologies — such as virtual reality, biometric systems, and digital learning platforms — contribute to the modernization of training processes and the development of applied skills. The findings indicate that the integration of technology and European standardization into initial professional education strengthens operational efficiency and the capacity to respond to hybrid threats.
